Well, they are tires but are probably not the size you were expecting. Its like the tires rotate but the innertube doesn't. The pics show a bicycle rear tire (stem angled) and a front tire (stem normal). I have the same issue on wheelbarrows, carts, etc. It make it difficult to pump up the tire when the stem is pressing against a spoke.

That's exactly what happened. The rear tire and tube rotated on the rim. It usually happens if the pressure is low while riding and the rear brakes are applied too hard. the tire and tube slide on the rim. Solution is to let all the air out of the tire, squeeze the tire beads so they are free from the rim, hold the spokes with one hand and pull the tire and tube back to straighten the valve stem.

I can see that for the bicycle but what about wheelbarrows and carts? Even with low pressure, I can't see why slippage would occur. I think I will paint a mark on the tire and wheel and observe what happens over a few months.

hint ... put the marks on the inside of the tires so they don't show , but you can still check them ...

on car steelies ... we used to put a few tack welds on the rim between the rim and tire bead to stop it from happening ..

Low pressure is the answer. Take a long skinny balloon and squeeze a section of it. As you do the balloon will expand where it's not being squeezed. When a tire is under inflated the contact patch where the tire meets the ground squeezes the tube. As it does it's just like squeezing a balloon. Because the tire is rotating it tends to push the tube in the opposite direction as the tire normally rotates. To get around this tube talc and a metal valve stem with a nut to hold the stem perpendicular to the wheel are usually used.
