Other things that might cause jerkiness and vibration could be:
Does it have slipper springs, if so, is the slipper part greased and works smooth?
All parts of receiver, hitch, ball, coupler tight?
Axles parallel? measure hubs center to center both sides. If not the same then axles are working against each other.
Is there interaction with truck suspension? Put bunch of weight in truck see if it gets better.
Is trailer frame flexing too much. I've seen some flapping down the road completely empty. You could stiffen the frame temporarily by running a chain front to back over something, maybe a tall barrel, tighten with chain binder. that makes a truss, if problem gets better then frame is flexing too much.
does size of load or placement make a difference.
