Yes, that outer seal looks to me to be mounted in a normal way. It could have a retaining ring but most times they don't. After all, the purpose of that outer seal is as much to prevent dirt from getting in as to keep oil inside. It isn't supposed to see much pressure inside. I'd look farther inside. I'd expect that it could be item #17 on that good grasshopper exploded pic & parts list. And if you go a little farther in, replace the large high pressure O rings while in there.

It seems a job worth doing right. 2200 hours is about when you can expect to see some seal failures. But seals are cheap and seal/mechanics is about as fun as mechanical things get. No reason it can't go another 2000 hrs. This is just a worn rubber pieces....not worn out metal parts.

OP said he was able to push the seal back in with a pry bar. I submit that the bore for that seal is oversized or the seal is undersized. That seal should require a seal driver (or socket the right size) and a few blows from a hammer to seat it to the correct depth. I would clean up the bore and install a new seal with locktite as mentioned earlier, but to provide a mechanical solution in addition to the locktite, I would stake the edge of the seal retainer in about 8 places around the lip with a punch. The body of the seal should not move and if there is hydraulic pressure behind the seal, it should leak past the lip of the seal without moving the seal out of the retainer.

Staking a new seal is unnecessary if the seal bore is in spec. And not something I’d advise somebody else to do given the facts as presented.

But in his initial post the OP said that the seal was tight in the bore. It doesn't look like a pressure seal. It looks more like a type that keeps unpressurized oil from leaking and dirt from entering. That type seal is normally used for a shaft running in a vented cavity. And would explain the lack of a circlip.
