Your problem is further in the motor. Internal high pressure leakage.
OP said he was able to push the seal back in with a pry bar. I submit that the bore for that seal is oversized or the seal is undersized. That seal should require a seal driver (or socket the right size) and a few blows from a hammer to seat it to the correct depth. I would clean up the bore and install a new seal with locktite as mentioned earlier, but to provide a mechanical solution in addition to the locktite, I would stake the edge of the seal retainer in about 8 places around the lip with a punch. The body of the seal should not move and if there is hydraulic pressure behind the seal, it should leak past the lip of the seal without moving the seal out of the retainer.
