Don't think VW replaced any of the vehicles in question with BIGGER POLLUTERS. What VW was caught doing was using computer software to lie about the actual pollutants being emitted at the exhaust by using electronic computer controls to bypass emission tests.
VW didn't, but did the Consumer, sell back VW their 60 MPG TDi Jetta and buy a Bicycle? No they purchase 35 mpg, Fusions, Malibu's, Chargers.

Yes VW cheated a EPA Test. A Test with a Mark set for Pollutants emitted by Diesel combustion in Under 8500 GVWR vehicle so Gasoline burning vehicles are not tested in the same manor, nor HD Vehicles over 8500 GVWR where the Standards are there but set at higher Particulates/Million.

Yep. But governing the purchase decisions of the consumer were not the cause for or intent of the ruling the lead to the buy back. it was to penalize VW, and send a message to any other automaker considering cheating the system in a similar manner.

They have all "cheated" the system. But only a few were caught and made examples of.

Good point. But if safety is the reason to add engine noise, then there's no way they're going to make a Hellcat sound like a Jetta, it's going to need some rumble and whine.

I will say that driving two relatively loud vehicles, I don't come across nearly as many deer on the road as my wife in her quieter vehicles. They can hear me coming, and I guess they've been conditioned by now to get out of the way of oncoming noise.
We don’t have those kind of deer in my area. They just run out in front of cars, whether it’s an EV or a Mack tri axle

Sure, but actual road tests by Edmunds, Car & Driver and such indicate higher fuel usage.

EPA numbers are fine for what they are, but as far as I know they are based on dynamometer testing, not actual real life driving.

I have no scientific proof for my claim, but in 35 years of driving on almost entirely wooded country roads in very dense deer country, I have not had a deer ever jump out in front of one of my loud cars in the way they do pretty regularly with our quieter vehicles. It's not unreasonable to expect that after 110+ years of continuous exposure to motor vehicles, the deer population has developed at least some passing inclination to get out of the way of oncoming vehicles, when said vehicles are loud enough to easily distinguish themselves from the majority of our regular and constant traffic noise.

I do see deer smeared on our roadways in a way that tells me they must've been run over by a semi or a tri-axle. And I'm sure some of them were actually hit and killed by such trucks, but I suspect not most. Rather, I assume more of these were initially killed by a passenger car and only later run over many times by larger vehicles, than actually running out in front of an oncoming semi-truck. The sheer numbers of passenger vehicles on the road help to support that, in addition to the fact that it's much harder to be surprised by an oncoming semi rattling up the road toward you.

But the CAFE standards use the government data. Gotta use apples to apples.
