Buy the highest seer value you can afford.

Buy the right equipment that meets both your cooling and heating capacity first. Then get higher SEER if you want.

I'd be willing to bet between the price difference between a 20 SEER2 and a 29 SEER2, you wouldn't see the ROI in decades if that.

I would talk to people that live in the area you are wanting to move. My bet is they either don't have A/C or have small window unit(s) when needed.

I've spoken with my future neighbors and they all have central A/C. Every person that I know who lives in Michigan has central A/C. Life is very different than when I was young when no homes or cars had a/c.
