I'm not familiar with Kubota and a HST pedal, (Yanmar man). Is that some type of automatic transmission that you can hold in low range? You should have plenty of HP, however I just can't imagine anything bogging down my gear drive in low enough gear, slow walking speed, at 2400rpm, without being solid and shearing the shear bolt.

One last thought is that maybe you're trying to cut it too low. There's just too much material in there and no place for it to go. If you raise the mower to max height, some of it can fling out the sides, etc.
