That would do fine as far as keeping the drawbar from rotating but I am not sure how it would do as a receiver hitch. I prefer a solid square tube.

I think it would be adequate for moving most empty trailer's or some light loads.

This is how it was done on the old Ferguson tractors. The old farm trailer my dad towed around with one of these was simply a clevis type hitch. One tongue of the clevis went above the drawbar and the other tongue was below the drawbar. The trailer was attached with a pin that passed through the trailer clevis and the drawbar. You didn't need to stop the drawbar from spinning with this type of arrangement.
