It's the question I have asked many times. Do you need to secure something that secures your load in normal driving, or flipping end over end numerous times? Because, there is a difference.

I figure if I can drive it carefully and perform a hard stop it’s good enough.

Here is the applicable Kansas Statute:

No matter what happens, your load should stay secured. Exception for livestock as the container is enough.

So when that train hits you, “sorry, you didn’t secure your load”.

I haul pallets of manufactured fire logs. I put them right at the tailgate. They weigh a ton. They split into 3 pallets when the wrap and straps are removed. My tractor cam move them one at a time so they need to be in the rear. My truck is a 2500HD so it's fine back there. I have a piece of heavy OSB cut the same height and a little wider than the pallet. I stand it in front. It has 2 slots on each side to hold the straps in place. One at the bottom and one at the top. The straps go down around the pallet to the heavy duty tie point at the bottom rear of the bed. It can't go back due to the gate. The straps keep it from going forward. That is important as if I get in a wreck I don't want it coming to me. Where I buy them is 50 miles away but they have the best price. I am in the area every few weeks anyway for a meet I go to. If I roll over bets are off. Otherwise it will be good. As I have a CDL they won't cut me any slack on an unsecured load. So I have proper stuff to secure things in my truck or on my flat bed or tilt deck. Proper straps chains and binders if needed and the special connector hook sets the wrecker drivers use to secure my straps to car frames. Do it right and there will be no regrets later. The OSB also is handy between the fork frame and the 1/3 pallet. As the wrap is off it keeps the logs from sliding off the pallet when I tilt back.

From that perspective I could never haul sand, gravel, etc. No matter how well I tarp it, if I flip my truck the sand is going everywhere.

True. That’s where common sense has to play a part.

A law based on common sense?
Whoa!

A FL state trooper once told me "Common sense has no place in a conversation with a police officer."

I saw this yesterday evening. Newer Dodge 3500 dually with 14k gooseneck trailer with a Deere 5065E and B-series Kubota. Both tractors were 4wd with box blades so weight was fine. It is hard to see in the pictures but the only tie-down was a chain going across the lower 3-point hitch arms of the Deere. And it was just hooked on - no chain binder or anything.
