I think the straps are holding the sides up, ie as a safety to the latches there. Jon
By the looks of the strap angle, appears to me they went on after the load. Otherwise wouldn't they be buried deeper?I thought it looked like the straps were put on after the gravel was loaded.
My guess is the sides were bulging, someone got nervous and added the straps.Jeez... Whats more likely?

Duh. It's obvious. The straps were added after the gravel was loaded. Could not have happened any other way.
Why, we don't know, but the idea that the straps were put there to hold the sides up is beyond silly.
But I don't think DOT has any say over railroads.
