Personally, I would recommend a valve job.. Kind of cheap assurance that you wont have a valve issue later.. Tell them NOT to machine the head though.. Diesels dont like that, it changes the shape of the combustion chamber and valve protrusion..
As for the taper........ Hard call..... If I had it tore down this far and it was my free labor and money going into it, I would ask myself if I wanted to do it again.. /forums/images/graemlins/blush.gif... So, will there be an issue if you dont? /forums/images/graemlins/confused.gif...dont know.... If you have that much taper and wear, it had to come from some kind of abrasive, in my mind that means at some point in life the air cleaner was neglected...So,all of the rings and cyl walls are worn..If you were able to do a compression test, it might have answered a few questions... Right now, my gut would say that you should find out how much more it would cost to do them all vs do it again next time... Sorry.....But I guess it all depends on how long you plan to keep it..
