I am assuming you/someone checked out the wiring? It could be as simple as a bad ground. I would get a wiring diagram for the tractor. Maybe one of the other members can help you or contact your local JD dealership.

I have attached the pages from the 5210 tech manual on this. Since they both have the same engine. Hopefully these will work for you. I have done this on my tractor. The bypass tube just pulls out.

This information is from the tech manual for the 5210. I would think it would close (would double check with John Deere). The wiring diagram shows it in the rear PTO Switch. The other attachment shows its location. Looks like it is by the handle to engage the PTO. Hope this helps.

If I remember correctly they can be found by removing green panel to the left of the instrument cluster. Looking at jdparts.com it looks like the part number is LVA13729. There 2 relays with the small part number, so for testing you should be able to switch them around.
