This is the "Catch 22" for bulletin boards and Usenet newsgroups - the unmoderated ones tend to be full of cretins and spammers but you can use a twit filter, and the moderated ones tend to be sterile and way less spam, but no twit filters. I will say that in my experience, TBN is by far the best moderated group I have ever seen.
Just as in the general population of any online group, you will always have a few semi-sentient and/or illiterate posters who have discovered how to work the Internet but are hardly capable of expressing a coherent thought. I agree with you Mike; self-policing is the best solution - but it will not always work, not when the offenders are incapable of perceiving their own offensiveness. An "ignore poster" button or something like it would be a welcome addition.
Out where I live, slow and undependable dial-up is the only Internet service available. Some days it takes a long time to download all of the (possibly) interesting topics, just to see if there is anything there or not. Hence, my own pet peeve is topic names that are not specific, downright misleading, or have wandered far from their original point (like this one /forums/images/graemlins/blush.gif).
