    That fuel cooling loop doesn’t flow towards the pump . It routes excess fuel from the pump and hi pressure rail to and through the cooler and back to tank . My 5085e has basically the same set up but it appears they’ve eliminated the in line filter.

As a easy first step I’d have somebody thumb stroke the transfer pump while you loosen the filter head bleed screw and watch carefully for air bubbles coming out.     3M super weatherstrip adhesive. Clean both pieces with isopropyl alcohol, apply a thin layer to both pieces holding the tube perpendicular with nozzle Flat to the neoprene squeeze gently while moving the nozzle to coat . Let it dry for about 5 minutes then stick together with good pressure.
