Yes. The only way that I have ever been able to raise or lower the attachment is by using the draft control lever.

This should not be expected. I had some leaky valves on an older tractor recently and all I had to do was change the "O-rings" in each of the couplers. Easy fix for about $1 for each o-ring. Just make sure you get the right one. I would go back to the dealer and ask for new ones.
