chain/binders

Nope, you're not doing it right.
Anything that isn't held in place mechanically (a pin for instance) must be chained to the floor of the trailer. A FEL or a backhoe is the perfect example.
Hydraulics alone isn't enough.
It must be held in place horizontally and vertically.

I agree, it's stupid, but that's the rule.

Typically you can get one over the bucket than thru the frame of the tractor in one chain piece. Not always, but sometimes. (works real well with SS's)

That is my understanding, there is no weight range for restraining a FEL or BH. As long as the machine has them they are to be restrained mechanically.

I don't agree that the idea is stupid because I'm sure there are valid reasons based on catastrophes that have ocurred due to lack of restraints.

< 393.128393.132 > Subpart I猶rotection against shifting and falling cargo *Question 1: If an item of construction equipment which weighs less than 4,536 kg (10,000 lb.) is transported on a flatbed or drop-deck trailer, must the accessory equipment be lowered to the deck of the trailer?
Guidance: No. However, the accessory equipment must be properly secured using locking pins or similar devices in order to prevent either the accessory equipment or the item of construction equipment itself from shifting during transport.
*Question 2: How should I secure the accessories for an item of construction equipment which weighs 4,536 kg (10,000 lb.) or more, if the accessory devices would extend beyond the width of the trailer if they are lowered to the deck for transport?

Guidance: The accessory devices (plows, trencher bars, and the like) may be transported in a raised position, provided they are designed to be transported in that manner. However, the accessory equipment must be locked in place for transport to ensure that neither the accessories nor the equipment itself shifts during transport.
*Question 3: A tractor loader-backhoe weighing over 10,000 pounds is being transported on a trailer. The loader and backhoe accessories are each equipped with locking devices or mechanisms that prevent them from moving up and down and from side-to-side while the construction equipment is being transported on the trailer. Must these accessories also be secured to the trailer with chains?

Guidance: No. However, if the construction equipment does not have a means of preventing the loader bucket, backhoe, or similar accessories from moving while it is being transported on the trailer, then a chain would be required to secure those accessories to the trailer.
*Editor痴 Note: This interpretation was issued after the interpretations were published in the Federal Register in April 1997

< 393.128393.132 > Subpart I猶rotection against shifting and falling cargo ァ393.130 What are the rules for securing heavy vehicles, equipment and machinery? (a) Applicability. The rules in this section apply to the transportation of heavy vehicles, equipment and machinery which operate on wheels or tracks, such as front end loaders, bulldozers, tractors, and power shovels and which individually weigh 4,536 kg (10,000 lb.) or more. Vehicles, equipment and machinery which is lighter than 4,536 kg (10,000 lb.) may also be secured in accordance with the provisions of this section, with ァ393.128, or in accordance with the provisions of ァァ393.100 through 393.114.
(b) Preparation of equipment being transported. (1) Accessory equipment, such as hydraulic shovels, must be completely lowered and secured to the vehicle.

Part 393: Parts and accessories necessary for safe operation

guess its all up to the guy who pulls you over, glad ive got his number, way to much grey area.

Yes, there is WAY too much gray area! Example:

"Vehicles, equipment and machinery which is lighter than 4,536 kg (10,000 lb.) may also be secured in accordance with the provisions of this section, with ァ393.128, or in accordance with the provisions of ァァ393.100 through 393.114."

So what does that mean? Under 10K equipment can be secured according to 3 different options. OK, who decides which is the correct option? Me, or the arresting officer? LOL!

My solution: Strap it down so it won't come off, take the back roads, and avoid the coffee shops and doughnut shops.

im gettin out of this thread before i jinx myself, I gave ya the link to DOT interpret at your own risk, ive got the blessing of 1 dot guy and multiple drive bys on the road by serveral local law enforcement guys. Im not worried, if i had the means i would post a pic of my tractor and trailer upside down still stuck together but that would just be way more than this is worth. If your still to scared buy an enclosed traler and just hide the dang thang.
Have fun all, ive got 700' of french drain to start working for a customer

While it may seem needless to secure the FEL bucket or a firmly attached implement it easier not to confer with a cop. These both seem like good uses for the ratchet straps I already own.

My friend got stopped by a Trooper because he saw the safety chains for the trailer were not crossed (wasn't aware that was a requirement). And got the ticket.

And...arguing with a cop is a sure way to get his back up and ensure you get a ticket instead of a lecture.

Around page five I got to thinking that I had read this thread before, lol. Good info still though. My only comment is that I do not care for ratchet binders. I can quickly back off a lever binder and grab another link if need be. A quick whack with my pipe seats the binder.
