    I would beleive so but to be sure as was suggested just remove the fuel shut off solenoid, it is only 2 bolts. However, if your tractor starts with it removed you'll either have to reinstall the shut off or block off the air to the engine as your tractor will not shut off.

    Do you have volt/ohm meter? Do you have a manual, it will have the elecrical schmatics? Have checked to ensure the seat and parking brake switches are working as "dlctcg" indicated your tractor will crank but these safeties will prevent the fuel seloniod from being entergized?

    Wow, you are blowing the main 30 amp fuse, definitely something is grounding in that circuit. Does the fuse blow when you turn your key to the first position for the glow plugs? If not then its probably not the glow plug relay, I'd then look at the PTO safety start relay or the Safety start relay.

    It does, but I'm pretty sure the one that is definitely stopping him and the issue that is making the PTO light come on is either his Mid or Rear PTO switches. Maybe his Mid PTO wires became disconnected as well.

    I think it is fuse #1 if I'm reading the manual correctly, but maybe there are variations throughout the years that have them labeled differently and honestly its not that difficult to check them all with a meter.

    If your PTO light is on your tractor will never turn over that is a safety feature. The PTO Safety Start Relay has not been made and without it closing there will be no power supplied to your starter. While you reconnected the wires there could be a break in them somewhere that you can not see...

    The attached file shows the locations of the relays. If I'm understanding you, it sounds like the relay you are hearing a click from is #5 (PTO Safety Relay).

    Your L4600 looks to have 4 injectors (see crude labeling below). One at a time, open each of the 4-nuts and crank until fuel comes out then tighten and proceed to the next nut, open until fuel flows then tighten, once all 4 have been bled it should start.

    Attached is the bleeding procedure for my TC33D. I think most diesels are similar in that you want to open/crack a fuel line as close to the injector as possible so that once everything is tightened back up fuel can then be sprayed by the injector, see pictures. Let us know what you find.
